Two very different sorts of window in one city
Closer to the centre, Wolverhampton has a lot of Victorian and Edwardian terraced housing, much of it with the original openings still in place and uPVC dropped into them at some point in the last thirty years. Out towards Tettenhall, Penn and Finchfield you're into large interwar semis and detached houses with bay windows, leaded lights and bigger panes. Those two things fail differently: the terraces tend to need repairs and single unit swaps, while the bays are where a blown unit is most obvious and where the glass is heaviest to handle.
Bay windows and bigger panes
A bay is several units working together, and when one goes it's the one everybody looks at. They can be changed individually — you don't need to do the whole bay unless you want to. Larger panes need care and the right glass specification, particularly at low level where safety glass is required.
Leaded and patterned glass
Plenty of houses around Tettenhall and Penn have leaded or patterned glass in the doors and fanlights. Where a unit like that has failed it can usually be remade to match rather than replaced with plain glass.
Repairs before replacement
Most of what goes wrong with a window isn't the glass at all — it's a hinge, a stay, a handle, a lock mechanism or a perished seal. Those are cheap to put right and it's always worth checking before anyone talks about a new frame.

Yes. Each pane in a bay is its own sealed unit and they can be changed one at a time. There's no need to do the lot.
